correct urls

how i must to use path with/without $html->url() use absolute or
relative paths? I mean urls must work in any kind of installations.

Either use cake urls, or absolute urls.

$html->url( "/users/login" );
$html->url( "/img/somepicture.jpg" );
$html->url( "http://www.google.com" );
$html->url( "#anchor" );
$html->url( "mailto:[hidden email]" );

etc.
